What does freeze-dried avocado need to clear US, EU, UK and UAE customs?
The right code, one origin form and a dossier that answers every question before it is asked. Freeze-dried avocado classifies under HS 0804.40, “avocados, fresh or dried”. Shipped from Vietnam with Form EUR.1, it enters the EU and UK at 0% duty instead of the 4–5.1% third-country rate. It is a processed, shelf-stable ingredient, peeled, destoned and dried to 2–4% moisture, so it moves through routine food controls rather than the plant-quarantine rules written for fresh avocados. And every FruitBuys container carries the same standard dossier: commercial invoice, packing list, bill of lading, certificate of origin, phytosanitary certificate and the lot COA. This guide sets out the code, duty and paperwork for each market, and the screening FruitBuys runs before the container is stuffed.
Which HS code applies, and what duty do you pay in each market?
Avocados are named in heading 0804, “fresh or dried”, so freeze-dried avocado pieces stay there. Heading 0813, “other dried fruit”, explicitly excludes fruit of headings 0801 to 0806, so declaring freeze-dried avocado as 0813 is a classification error that draws a query at entry. Getting 0804.40 right first time is what unlocks the preferential rate.
| Market | Code | Reference duty | What it means for you |
|---|---|---|---|
| European Union | CN 0804 40 00 | 0% with Form EUR.1 under the EU–Vietnam Free Trade Agreement; 4–5.1% third-country rate by season (EU TARIC) | The EUR.1 in your dossier takes the duty line to zero |
| United Kingdom | 0804 40 00 00 | 0% with Form EUR.1 under UKVFTA; 4% standard rate (UK Trade Tariff) | Same saving as the EU, same document |
| United States | HTSUS 0804.40.00 | 11.2¢/kg general rate (US Harmonized Tariff Schedule), plus any applicable US trade tariffs in force on the entry date, confirmed by your customs broker against the current HTSUS schedule | A fixed charge per kilogram; light freeze-dried pieces carry it on far fewer kilograms than fresh fruit |
| UAE / GCC | 0804.40 | GCC common external tariff; budget up to 5% of CIF value | Your clearing agent applies the national line |
Your broker applies the national line at entry; the codes above are the ones FruitBuys prints on the commercial invoice.
Why the US line works in your favour. The US duty on avocados is charged per kilogram, not on value. One kilogram of freeze-dried avocado carries the flesh of 6.5–8 kg of whole fruit, so the duty per kilogram of usable avocado is a fraction of what fresh or frozen pulp would pay.
Which documents travel with every container?
FruitBuys ships a standard export dossier with every container, so your broker files on arrival without a document chase.
| Document | What it does for you |
|---|---|
| Commercial invoice and packing list | Customs value, HS code, carton count, lot codes |
| Bill of lading | Title to the goods |
| Certificate of origin: Form EUR.1 (EU, UK) or the form for your market | Claims the 0% preferential rate in the EU and UK |
| Phytosanitary certificate | Included with every shipment |
| Lot COA | Moisture, water activity, total plate count, yeasts and moulds, E. coli, Salmonella, from an independent ISO/IEC 17025 accredited laboratory |
| US FDA facility registration number (US) | For your Prior Notice and FSVP file |
On the phytosanitary certificate. Freeze-dried avocado is peeled, destoned and dried, so it carries none of the pest risk of fresh fruit. It does, however, share tariff line 0804.40 with fresh avocados, a Chapter 08 code that customs systems and inspectors at many ports check for plant-health documents by default. FruitBuys includes a phytosanitary certificate, issued by Vietnam’s plant protection authority, with every shipment as part of its standard export dossier, so the check is answered in the file and your broker clears the container without having to explain the difference between fresh and dried.
Why does freeze-dried avocado clear more easily than fresh?
Because the pest risk and the clock are both gone. Fresh avocados cross borders under plant-quarantine rules: approved growing areas, pest surveys, treatment protocols and, for many origins, no market access at all. They also ripen on the way, so every day of inspection costs shelf life.
Freeze-dried avocado leaves Vietnam peeled, destoned, frozen and dried to 2–4% moisture, sealed in foil with desiccant. There is no skin or seed to carry a pest, no ripening to race, and no cold chain to break. In the US it is a processed food handled by FDA through Prior Notice and your FSVP records; in the EU, UK and UAE it moves through routine food controls. If a container is held for a document query, the product inside does not change while it waits.
Will freeze-dried avocado face extra checks at the EU border?
No, on current rules. Avocado, fresh or dried, from Vietnam or any other origin, is not listed in the version in force from February 2026 of Implementing Regulation (EU) 2019/1793, the EU list of foods under increased official controls. Freeze-dried avocado clears EU ports through standard routine controls, with no mandatory border sampling quota. The list is reviewed every six months, and FruitBuys checks the current version at contract stage.
What does FruitBuys screen before the container is stuffed?
Residue and contaminant evidence your importer can show on request, in hand before the container sails.
- Managed growing areas. Fruit is sourced from Central Highlands growing areas in Lam Dong and Dak Lak that FruitBuys works with season after season, and each lot is traceable to its area and harvest period through the batch traceability record.
- Pesticide multi-residue screening. For EU, UK and US programmes, FruitBuys runs a multi-residue panel at an independent ISO/IEC 17025 accredited laboratory in Vietnam before stuffing, read against EU limits or US tolerances for your market.
- Contaminants. Lead, arsenic and aflatoxin are monitored on a fixed surveillance schedule; cadmium and extended microbiology are added when your retailer asks for them.
- Timing. Results take 3–5 working days and are planned into the booking date, so testing never holds the vessel.
Reading a dry-product result. EU and US limits are set on fresh avocado. Drying concentrates everything that is not water, so convert a result on the freeze-dried product back to fresh before comparing:
Processing factor = (100 − moisture of dried product) ÷ (100 − moisture of fresh flesh)
For green-skin avocado flesh at about 79% water, dried to 3%, the factor is about 4.6. Divide the dry-product result by 4.6 to get the fresh-fruit equivalent, then compare it with the limit in the EU pesticides database or the US tolerance. Your QA team gets the conversion with the lab report, so the comparison takes one line.
What goes on the label in each market?
- Ingredient line: “avocado”. If you order the natural colour-hold option, ascorbic acid and citric acid are declared as additives in the form your market requires.
- Allergens: avocado is not one of the major allergens listed in the EU, UK or US, and FruitBuys confirms cross-contact controls at the facility in the specification.
- Nutrition: US Nutrition Facts per serving, EU and UK per 100 g, Arabic labelling for UAE retail. FruitBuys runs a nutrition panel on your commercial lot for the printed label; the numbers and the claims they support are in what freeze-dried avocado nutrition facts give a keto or clean-label product.
- UAE retail: product registration through Montaji (Dubai) or ZAD (Abu Dhabi), with Arabic labels on retail packs; FruitBuys supplies the specification, COA and facility documents the registration asks for.
Fit note. This guide covers the US, EU, UK and UAE. For another destination, name it in your RFQ and FruitBuys prepares the certificate of origin, health documents and test panel that market expects before the container is stuffed.

FAQ
What is the HS code for freeze-dried avocado?
HS 0804.40, “avocados, fresh or dried”: CN 0804 40 00 in the EU, 0804 40 00 00 in the UK and HTSUS 0804.40.00 in the US. Not 0813, which excludes fruit of headings 0801 to 0806.
What duty does freeze-dried avocado from Vietnam pay in the EU and UK?
0% with Form EUR.1 under the EU–Vietnam and UK–Vietnam free trade agreements, instead of the 4–5.1% third-country rate. FruitBuys issues the EUR.1 with every EU- and UK-bound container.
What is the US duty on avocados?
11.2¢/kg general rate under HTSUS 0804.40.00, charged on weight, plus any applicable US trade tariffs in force on the entry date, confirmed by your customs broker against the current HTSUS schedule.
Is freeze-dried avocado from Vietnam under increased EU border checks?
No. Neither fresh nor dried avocado from Vietnam is listed under the EU increased-controls regulation, so it clears through routine controls.
Does freeze-dried avocado need a phytosanitary certificate?
It shares tariff line 0804.40 with fresh avocados, which customs systems at many ports check for plant-health documents. FruitBuys includes a phytosanitary certificate with every shipment, so your broker clears without delay.
How do I compare a residue result on freeze-dried avocado with the EU limit?
Divide the result by the processing factor of about 4.6 to get the fresh-fruit equivalent, then compare it with the EU limit for fresh avocado.
What does the US importer need to file?
Prior Notice for each shipment and FSVP records for the supplier. FruitBuys supplies the facility registration number, specification and lot COA for the file.
