Which HS code does freeze-dried mangosteen ship under, and what does each market check?

Whole arils and diced freeze-dried mangosteen ship under HS 0804.50, the heading for mangoes and mangosteens, fresh or dried. Powder ships under 1106.30. The line decides the duty: arils and diced enter the EU at 0% from any origin and the US at a general rate of 1.5¢ per kg, while powder carries 8.3% in the EU without a certificate of origin and 9.6% in the US. Get the line, the dossier and the pre-stuffing tests right at contract stage, and the container clears on paper.

Why is freeze-dried mangosteen 0804.50 and not 0813?

Because the Harmonized System names mangosteen in heading 08.04, “fresh or dried”, and heading 08.13 (other dried fruit) excludes everything already covered by 08.01 to 08.06. Many offers still quote 0813.40; on mangosteen that is the wrong heading, and a wrong line on the first entry invites a customs query while the container sits in the port.

ProductHS headingWhy
Whole arils0804.50Mangosteens, dried
Diced0804.50Same fruit, cut; still dried mangosteen
Powder (100% aril, seed-in)1106.30Flour, meal and powder of Chapter 8 fruit
Syrup-infused or sugared mangosteen2008Prepared fruit with added sugar

The national lines are HTSUS 0804.50.80 in the US and CN 0804 50 00 in the EU. Your broker confirms the final line; for a binding answer across many shipments, an advance tariff ruling in your country settles it once.

What duty will you pay in each market?

For arils and diced, close to nothing. For powder, it depends on the certificate of origin.

Your broker applies the national line on the day of import.

The gap between arils and powder is a buying decision, not a footnote. In the US, 1.5 cents on a kilo of freeze-dried fruit barely registers; 9.6% on powder is a real line in your landed cost. A brand that already runs a cold mill and a dry room can import diced and mill at home, and FruitBuys ships diced for exactly that. A brand without them is better served by powder milled at source in a room below 40% RH, because one caked batch costs more than the duty. In the EU and UK the gap closes with a Form EUR.1, which is why it travels with every container. The powder specification is on the freeze-dried mangosteen powder page.

Which documents travel with every container?

Six on every shipment, plus the CEPA certificate for the UAE, so your broker never waits for a missing page.

DocumentWhat it does for you
Commercial invoiceValue and product description for the entry
Packing listLot codes, cartons and weights for inspection
Bill of ladingTitle and release of the container

C/O Form CEPA (UAE shipments)Claims the UAE–Vietnam CEPA preference
Phytosanitary certificateClears the plant-health question on heading 0804.50 without delay

System certifications sit alongside the shipment documents, in the technical dossier before you sign: HACCP, ISO 22000, BRC (qualified processing facility) and US FDA Facility Registration, held through one locked partner facility per contract, with Halal certification available on request.

Why does every dossier carry a phytosanitary certificate?

Because 0804.50 is also the code for fresh mangosteens, mangoes and guavas. In FruitBuys’ clearance experience, an entry on a code shared with fresh fruit routinely draws a question about plant-health documents. With the certificate already in the file, your broker answers it on the spot instead of explaining fresh versus freeze-dried while storage and demurrage run. FruitBuys includes it with every shipment as part of the standard export dossier, for every market.

Will freeze-dried mangosteen face extra checks at the EU border?

No. Mangosteen is not on the EU list of foods under increased official controls, checked against its amendment applying from 30 June 2026, so containers move through routine controls without the fixed rate of identity and laboratory checks that listed products face. The list is reviewed every six months; FruitBuys re-checks it before each contract.

Which residue and safety panels are worth running before stuffing?

A pesticide multi-residue panel for EU and UK containers, and a short list of optional tests your customer may ask for.

TestWhen to run itWhy
Pesticide multi-residue panelEU and UK containers; retailer programmes anywhereResults are read against fresh-fruit limits through the processing factor
CadmiumOn customer requestSome EU retailers ask for it on fruit products
Extended microbiology (Listeria, Enterobacteriaceae)Ready-to-eat retail programmesSupports your own HACCP file
SulphiteRetail packs carrying “no preservatives”A result below 10 mg/kg keeps the EU label free of a sulphite declaration; no sulphite is used in processing

For full-container contracts, FruitBuys coordinates these panels with an independent ISO/IEC 17025 accredited laboratory in Vietnam before stuffing; results take 3–5 working days, so they are planned into the booking date. Panels beyond the standard lot COA are paid by the buyer or shared according to order volume, agreed at contract stage. Lead, arsenic and aflatoxin are covered by periodic surveillance testing, set out in what limits freeze-dried mangosteen should meet.

Read a dried result the right way round. Pesticide limits are set on the fresh fruit, and drying concentrates everything that is not water. The processing factor corrects for it:

Processing factor = (100 − moisture of the dried product) ÷ (100 − moisture of the fresh fruit)

Fresh aril harvested at 16–19 °Brix is about 80–81% water. At 3% finished moisture the factor is (100 − 3) ÷ (100 − 81) ≈ 5.1, so a result of 0.05 mg/kg on the freeze-dried product equals about 0.01 mg/kg on fresh fruit, and that is the number you compare with the limit. The lot COA states the finished moisture, so your QA team has both inputs. Comparing the raw dry result with the fresh limit is how compliant containers get rejected.

What does the United States check beyond the tariff?

Three things, all on paper. FDA requires Prior Notice before every food shipment arrives, and FruitBuys supplies the shipment data for it. Your importer runs a Foreign Supplier Verification Program, and FruitBuys supplies the documents it needs: process description, certifications, specification, lot COAs and surveillance reports. And the wording: the partner facility holds US FDA Facility Registration; FDA registers facilities and does not “approve” individual foods.

Fresh mangosteen is a different story. It enters the US only from origins USDA has approved, under quarantine irradiation and inspection, and fresh Vietnamese mangosteen is not among the fresh fruits cleared from Vietnam. Freeze-dried mangosteen is a processed food: it needs no quarantine irradiation and ships by sea in a dry container. The background is in is mangosteen banned in the US.

What does the UAE and wider GCC check?

Four things, three of them on the label:

  • Certificate of origin: C/O Form CEPA with every UAE shipment, so your importer claims the UAE–Vietnam CEPA preference.
  • Halal: Halal certification available on request.
  • Product registration: your importer registers the product with the emirate’s food authority before first sale.
  • Arabic labelling: retail packs carry Arabic text; FruitBuys prints it on private-label pouches to your artwork.

Bulk cartons for further processing carry fewer label requirements than retail packs, so tell us which you import and the carton marks and pouch artwork will match.

What should the contract say?

Five clauses keep the first container and the tenth on the same terms:

  1. HS line per format: 0804.50 for whole arils and diced, 1106.30 for powder, with the product description agreed with your broker.
  2. Documents per container: invoice, packing list, B/L, lot COA, C/O (EUR.1 or CEPA), phytosanitary certificate.
  3. Pre-stuffing panels by destination, with who pays agreed by volume.
  4. Residue results reported with finished moisture, read through the processing factor.
  5. One locked partner facility per contract, with written notice and a new sample approval before any change.

Importing somewhere else? China, Japan, Korea and Australia each set their own residue lists, facility registrations and documents, and a blend or a coated product changes the line. FruitBuys confirms the dossier and the test panel for your market before you sign, so the first shipment is planned, not discovered. The complete buyer checklist is in what to check before buying freeze-dried mangosteen in bulk.
